This tool was used to cut the ridge at the top of engine cylinders. The ridge was created when piston rings wore the cylinders during use. The very top edge of the cylinder did not experience ring travel and so, there was a ridge left between the worn and unworn portions. This tool expanded into the cylinder and a blade was rotated to remove the ridge, allowing pistons to be removed easier.
